Manitoba Health waiting period for newcomers and movers

Manitoba Health lets citizens and permanent residents arriving from outside Canada apply from the date of arrival, and work permit holders from the date a 12-month permit was issued, with no stated waiting period. People moving from another province are covered from the first day of the third month after arrival. Study permit holders have not been eligible since September 2018.

Manitoba Health has no stated waiting period for people arriving from outside Canada: citizens and permanent residents “may apply for coverage from the date of arrival in Manitoba,” and work permit holders from the date a 12-month permit was issued, per the province’s moving-to-Manitoba page. People moving from another province wait until “the first day of the third month after you arrive.” The gap for newcomers from abroad is registration time, which runs to weeks.

Who waits, and for how long?

Two different rules apply depending on where you come from. The table below is from the province’s own pages.

Situation Coverage start Waiting period
Citizen or PR arriving from outside Canada May apply from date of arrival None stated; processing time only
Work permit holder (12+ consecutive months) May apply from date permit was issued None stated; processing time only
Spouse or minor child on the work permit With the principal, if own status valid 6+ months None stated
Moving from another province or territory First day of the third month after arrival Up to 3 months; old province covers you
Canadian military family moving from another province On arrival Waived
Study permit holder Not eligible since 1 September 2018 Institutional plan instead
Visitor, tourist, super visa holder Not eligible Visitor plan for the whole stay

The province’s example for inter-provincial movers is arrival on 29 April and coverage from 1 July. It encourages anyone planning to live in Manitoba for six months or more to apply “within three months of arriving.” All eligible residents must also be physically present in Manitoba for at least 183 days in a calendar year, per the eligibility page.

What are the work permit rules?

The permit must be for “12 consecutive months or more,” and you must show proof of residence in Manitoba. The province describes the 12-month figure as a documentation requirement; a worker on a shorter permit is simply not eligible, with seasonal agricultural workers the stated exception. Spouses and minor children “listed on a work permit” may apply alongside the worker, but each needs legal status in Canada “valid for at least 6 months.”

A spouse on a short visitor record, or a child whose status expires within six months, is the common gap. That family member needs private cover until their status is extended and they can register; see dependants of work permit holders.

Why are students excluded?

Since 1 September 2018, “individuals with a study permit are no longer eligible for Manitoba Health coverage,” per the moving-to-Manitoba page. Post-secondary institutions in Manitoba arrange a mandatory international student plan instead, and our study permit page sets out the current cost. A student’s spouse on a work permit of 12 months or more can qualify for Manitoba Health in their own right; a spouse on a visitor record cannot.

What does the registration gap cost?

Manitoba does not publish a guarantee on registration time, and a newcomer is uninsured until the registration is processed. Even with a same-week application, the card arrives by mail weeks later. A hospital visit in the meantime is billed to you. Our waiting-period hub shows Ontario non-resident hospital rates as a benchmark, $850 to $1,242 for an emergency visit and $3,750 to $4,005 for a ward day; Manitoba hospitals publish comparable schedules.

What should a Manitoba newcomer buy?

A visitors-to-Canada emergency medical plan from the landing date to the expected registration date plus two weeks, for every family member. GMS and TuGo waive the illness waiting period when the policy is bought before arrival and apply 2 to 7 days when it is bought after.

Monthly premium, $100,000 coverage, 30-day basis, rates seen Oct 2026 — verify at quote time.

Age Without pre-existing cover With stable pre-existing cover
25 $69.00 $92.70
35 $82.50 $100.20
45 $100.50 $115.50
65 $116.10 $168.60

Documents to have ready

For everyone from outside Canada: a passport copy, “all Immigration, Refugees and Citizenship Canada documents” issued to you, your spouse and your minor children, and proof of Manitoba residence. Returning Canadians add proof of citizenship; permanent residents add proof of PR status; workers add the 12-month permit. A lease, employer letter or utility bill is the usual residence proof.

SuperVisaDirect is operated by Super Visa Direct Insurance Services, an independent Ontario life and accident-and-sickness insurance agency licensed by FSRA (licence [FSRA-LICENCE]). We serve Ontario residents today; Manitoba is planned for 2028. Manitoba newcomers can buy from the carriers above directly until then. A Winnipeg family bringing a parent on a super visa should read our Winnipeg page, since Manitoba Health never covers a visiting parent.

Questions people ask

Is there a waiting period for Manitoba Health if I arrive from outside Canada?

The province's moving-to-Manitoba page does not state one. Canadian citizens and permanent residents may apply for coverage from the date of arrival, and work permit holders from the date their permit was issued. The gap is processing time: registration takes weeks, and you are uninsured until it is complete.

What is the waiting period for someone moving from another province?

Coverage begins on the first day of the third month after you arrive in Manitoba. The province's example is arrival on 29 April with coverage from 1 July. The wait is waived for Canadian military families. Your old province normally covers you in the meantime.

Can a work permit holder get Manitoba Health?

Yes, with a work permit of 12 consecutive months or more and proof of residence in Manitoba. The spouse and minor children listed on the permit can also apply if their own status in Canada is valid for at least six months. Seasonal agricultural workers are an exception to the 12-month rule.

Are international students covered by Manitoba Health?

No. Since 1 September 2018, study permit holders are no longer eligible for Manitoba Health coverage. Students use the mandatory plan arranged through their institution, and their accompanying family members need private cover unless they qualify on their own status.

What documents do I need?

A passport copy, all IRCC documents issued to you, your spouse and your minor children, and proof of Manitoba residence. Work permit holders add the permit of 12 months or more. Returning Canadians show proof of citizenship; permanent residents show proof of PR status.

Does SuperVisaDirect sell bridge plans in Manitoba?

Not yet. Super Visa Direct Insurance Services serves Ontario residents; Manitoba is planned for 2028. A Winnipeg newcomer can buy a visitors-to-Canada plan from GMS, TuGo, Allianz or Manulife directly for the registration gap, and should buy it before the flight to avoid an illness waiting period.
