Super visa insurance for parents from the UAE

Expat parents resident in the UAE can apply from Dubai or Abu Dhabi on any passport, with about 72 days of processing in September 2026. The $100,000 policy must come from a Canadian insurer; Daman, Sukoon, Orient and other Gulf insurers are not on OSFI's register. At 65 expect about $2,051 to $3,095 a year, roughly AED 5,300 to 8,000.

Parents who live in the UAE as expats can apply for the super visa from Dubai or Abu Dhabi on any passport, and IRCC’s September 2026 processing estimate for the UAE was about 72 days. The $100,000 policy, valid one year from the date of entry, must come from a Canadian insurer and be paid before the application is filed. UAE employer medical cards and Gulf insurers do not qualify. At age 65 a $100,000 policy with stable pre-existing conditions covered costs about $2,051 to $3,095 a year, roughly AED 5,300 to 8,000.

Who buys the insurance: the parent in Sharjah or the child in Toronto?

The child in Canada should buy it. Your parent is the insured person on the certificate, but the purchaser and payer can be you. A UAE-issued card will usually work for a Canadian purchase, but paying in dollars from Canada keeps the refund and instalment paperwork in one place.

The UAE case is different from India or Pakistan in one way: the parent often has a comfortable private medical plan through an employer, and assumes it travels. It does not. A UAE plan is tied to the residence visa, pays within a UAE network, and is not acceptable to IRCC even where it carries a worldwide emergency rider.

If you are the parent reading this, do not ask your HR department or broker for a Canada extension. Send this page to your child in Canada, who can buy the right policy and email you the certificate to upload.

Why Gulf insurers and employer medical cards are refused

IRCC accepts a Canadian insurance company, or a foreign insurer authorized by OSFI for accident and sickness insurance and listed on OSFI’s public register, issuing the policy through its Canadian business. Gulf insurers are licensed by the UAE Central Bank, the Dubai Health Authority or the Department of Health Abu Dhabi, not OSFI. There is no “IRCC-approved list”; OSFI’s register is the only test.

The officer instructions also require a foreign insurer’s policy to state that it was issued in the course of its insurance business in Canada. Brokers and claims administrators are not insurers. Quotes are not accepted; the policy must be paid in full or in instalments with a deposit.

UAE cover What it is On OSFI’s register? Accepted for a super visa?
Employer medical card (Daman, Sukoon, Orient, ADNIC, Oman Insurance) Residency-linked health plan No No
Salama, Takaful Emarat, Abu Dhabi National Takaful Takaful health and travel No No
AXA Gulf / GIG Gulf, Allianz Care (Gulf), Cigna Middle East Regional entities of global brands No (Gulf entities) No
Bupa Global, MetLife Gulf International private medical insurance No No
Policies bought in India or Pakistan while visiting home Tata AIG, Jubilee, EFU and similar No No

Global brand names are the trap here. Allianz Global Assistance in Canada (underwritten by CUMIS General Insurance) sells acceptable super visa cover; Allianz Care in Dubai does not. Zurich Insurance Company Ltd, Canadian Branch underwrites Destination Travel Group’s acceptable product; a Zurich policy from the DIFC does not count. The entity on the certificate decides. How long does a super visa take from the UAE, and when should the policy start?

IRCC’s estimate for applications from the UAE was about 72 days on 22 September 2026, against a service standard of 112 days. Biometrics time is not included. That compares with 70 days from India and 92 from Pakistan, so a Pakistani parent resident in the UAE gains a few weeks by applying from Dubai.

Buy a policy whose effective date can be moved before coverage begins. Set it to the planned flight, then change it when the passport comes back from VFS. Your parent then has the full year from the date of entry that IRCC requires on each entry.

Country of application IRCC estimate, Sep 2026
United Arab Emirates 72 days
India 70 days
Pakistan 92 days
Philippines 90 days
United Kingdom 97 days

Note that a parent on a UAE visit visa, rather than a residence visa, should apply from their country of residence; IRCC’s eligibility page requires the applicant to be outside Canada, and the visa office expects proof of lawful residence where the application is lodged.

Timing tips for Dubai, Abu Dhabi and Sharjah applicants

Book the medical exam the week the application is submitted and the biometrics the day the instruction letter arrives. Both are quick in the UAE compared with South Asia, so the Canadian paperwork, not the Gulf side, is usually the bottleneck. The insurance certificate must already be in the file at submission. Medical results are valid for 12 months.

Immigration medical exam. Only an IRCC panel physician can perform it; search “United Arab Emirates” on the IRCC tool. Panel clinics exist in Dubai and Abu Dhabi. A DHA-licensed clinic that is not on the panel cannot do it, however good its reputation. The exam includes a chest X-ray and urine test, and the clinic sets the fee.

Biometrics. Canada’s visa application centres in the UAE are in Dubai and Abu Dhabi, per IRCC’s VAC finder. Green Apple Travel’s 2026 guide reports that the Dubai centre accepts applications from all eligible UAE residents regardless of nationality and that the biometric instruction letter usually arrives within 24 to 72 hours of submission. Booking is free; the appointment takes under 20 minutes. Biometrics are valid for ten years.

Documents. Emirates ID and residence visa pages go in the file as proof of lawful residence. Birth certificates from India, Pakistan or the Philippines in a language other than English or French need a translation per IRCC’s document page. Arabic-language UAE documents also need translation.

Share this with your son or daughter in Canada. They need to check their income against the LICO table for their household size, sign the letter of invitation, and buy the insurance in Canadian dollars. Send them this link and ask them to get a quote before you ask your UAE insurer for anything.

The exact IRCC document checklist

IRCC’s document list is short, and each item is checked. The insurance certificate must name the insurer, the insured parent, the coverage amount and dates, and show that it is paid. A missing item turns a 72-day file into a refusal or a request for more documents.

  1. The online super visa application and the $100 fee plus $85 biometrics fee (family cap $170).
  2. A letter of invitation signed by the host child or grandchild in Canada, listing everyone in the household with name and date of birth, and showing the host meets the minimum necessary income. A spouse or common-law partner may co-sign; a sibling cannot.
  3. Proof of the host’s income (notice of assessment, pay stubs or T4s).
  4. Proof of the host’s status: Canadian citizenship document, permanent resident card, or Certificate of Indian Status.
  5. Proof of relationship: the host’s birth certificate or another official document naming the applicant as parent or grandparent.
  6. Proof of paid medical insurance: $100,000 minimum per applicant, health care, hospitalization and repatriation, valid one year from the date of entry, from a Canadian insurer or an OSFI-listed foreign insurer. Quotes are not accepted.
  7. Proof of a completed immigration medical exam with an IRCC panel physician.
  8. Proof of lawful UAE residence: Emirates ID and residence visa.
  9. Form IMM 5476 if a representative is used.
  10. Certified translations of any document not in English or French.
  11. Any extra documents required by the Abu Dhabi visa office, shown when you select the United Arab Emirates on the IRCC page.

The policy must also be shown to the border services officer at the airport. Print it and keep it with the passport.

Pre-existing conditions and trips home

Gulf expat parents tend to have well-documented medical histories from annual employer check-ups, which makes the stability questionnaire easy to answer. Buy the plan that covers stable conditions. Stability periods run from 90 days at Secure Travel (to age 69) to 180 days at Manulife, GMS and 21st Century.

One more Gulf-specific point: parents who split the year between Canada, the UAE and India or Pakistan should check how a carrier treats time outside Canada. Allianz pauses coverage during home-country trips, and side trips must keep 51% of the policy period in Canada. Our trips-home page covers this. Compare carriers on the cost page, then get a quote.

Questions people ask

My parents live in Dubai on a residence visa but hold Indian passports. Can they apply from the UAE?

Yes. IRCC requires the applicant to be outside Canada, not in their country of citizenship. A UAE resident of any nationality submits online and gives biometrics at the Canada visa application centre in Dubai or Abu Dhabi. The file is processed with the UAE queue, which was about 72 days in September 2026, rather than the India or Pakistan queue.

Will my parents' UAE employer health card or Daman policy cover them in Canada?

No. UAE medical insurance is tied to residency and pays inside the UAE or a defined network. Even plans with 'worldwide emergency' extensions are not acceptable to IRCC, because Daman, Sukoon, Orient, Salama, Abu Dhabi National Insurance and the other Gulf insurers are not authorized by OSFI or listed on its register.

Who should buy the policy, my parents in the UAE or me in Canada?

You in Canada. Your parent is the named insured, but the purchaser and payer can be the host child. You pay in Canadian dollars, and you hold the refund paperwork if the visa is refused. A parent with a UAE card can pay too, but a dollar-denominated Canadian purchase is simpler for refunds and instalment plans.

How much does super visa insurance cost in dirhams?

For $100,000 of cover with stable pre-existing conditions, rates seen in October 2026 run $1,621 to $2,741 a year at age 60 and $3,380 to $4,683 at 70. At about 2.58 dirhams to the dollar that is roughly AED 4,200 to 7,100 at 60 and AED 8,700 to 12,100 at 70. Conversions are approximate, not quotes.

What happens to the super visa if my parents leave the UAE and retire to India or Pakistan?

Nothing changes for the visa. A super visa is valid up to ten years regardless of where the holder lives. The insurance must be valid for a year from each entry to Canada, so renew it before each trip. Trips home mid-stay can pause coverage at some carriers; our trips-home page explains which.

Where do my parents do the medical exam and biometrics in the UAE?

Biometrics are taken at the Canada visa application centres in Dubai and Abu Dhabi, run by VFS Global; booking is free once the biometric instruction letter arrives. The immigration medical exam must be done by an IRCC panel physician found through IRCC's panel physician search under United Arab Emirates. A regular clinic report is not accepted.
