Alberta AHCIP: is there a waiting period for new residents?

Alberta has no formal waiting period, but the Alberta Health Care Insurance Plan covers you only once your application is approved and you are registered. Temporary residents must intend to live in Alberta for at least 12 consecutive months and hold a permit with at least six months left. Alberta recommends private health insurance until you are eligible.

Alberta has no formal waiting period for the Alberta Health Care Insurance Plan, but the plan covers you only once you are registered. The province’s apply page states that “coverage begins once your application has been approved and you are registered,” and its temporary residents page recommends private health insurance until you are eligible. The gap is the registration process, not a legislated wait.

Is there an AHCIP waiting period?

No stated wait. For temporary residents, coverage is valid “from the date you establish residency in Alberta” or the date the entry document was signed, whichever is later, and ends on the document’s expiry date. Some newcomer guides describe a three-month wait in Alberta; the province’s own pages do not, and they govern.

Who When AHCIP coverage is effective Condition
New permanent resident Once registered; application reviewed on submission Intend to live in Alberta 12 months; proof of residency
Work permit holder Later of residency date and permit date, once registered Permit names Alberta employer or is open; 6+ months left; 12-month intent
Study permit holder Later of residency date and permit date, once registered Letter from Alberta institution confirming full-time attendance
Spouse or dependant on visitor record Once registered Record must state spouse, partner or dependant of an eligible resident
Convention refugee Once registered Refugee documentation with Notice of Decision letter
Visitor or super visa holder Not eligible Tourists, transients and visitors excluded

What are the permit rules?

Temporary residents must “intend to live in Alberta for a minimum of 12 consecutive months,” and the entry document needs at least six months remaining. A work permit must name an Alberta employer with Alberta as the location, or be an open permit. A study permit must come with a letter from the Alberta school confirming full-time attendance.

A child can be eligible on their own status. The page says a child may qualify regardless of the parent’s status if the child is a Canadian citizen, permanent resident or holder of an acceptable study permit, provided the parent claims the 12-month intent and provides proof of residency.

How long does registration take, and what is the real gap?

The how-to-apply page says processing can take up to five days at a registry agent and the service is free. The practical gap is longer. You need three categories of document, and the residency proof is the one newcomers rarely have on day one.

Document category Examples accepted
Alberta residency Utility bill, lease or purchase agreement
Identity Passport, driver’s licence
Legal entitlement to be in Canada Work permit, study permit with enrolment letter, visitor record, PR card, Canadian birth certificate

A family that lands on a Friday, signs a lease the following week and reaches a registry agent the week after is typically two to three weeks from registration. The card follows by mail. Add any delay in collecting a residency proof and the exposure is often four to six weeks.

What does an uninsured visit cost in that window?

Alberta says “you will not be refused emergency care,” but “you may be asked to pay or be billed if you do not have other insurance.” Reimbursement after the fact depends on being found eligible for the dates in question. Our waiting-period hub sets out Ontario hospital rate schedules as an example: $414 to $1,242 for an emergency visit and $1,335 to $4,005 for a ward day. Alberta hospitals publish their own non-resident schedules.

What should an Alberta newcomer buy?

A visitors-to-Canada emergency medical plan, bought before the flight, running from the landing date to the expected registration date plus two weeks. GMS and TuGo waive their illness waiting period for policies bought before arrival; bought after, there is a 2-day to 7-day window with no illness cover.

Parents visiting an Alberta family

AHCIP never covers a visiting parent, on a visitor visa or a super visa. The super visa requires $100,000 of emergency medical coverage for a year from the date of entry, from a Canadian insurer or an OSFI-authorized foreign insurer; see our Calgary and Edmonton pages.

SuperVisaDirect is operated by Super Visa Direct Insurance Services, an independent Ontario life and accident-and-sickness insurance agency licensed by FSRA (licence [FSRA-LICENCE]). We serve Ontario residents today; Alberta is planned for 2028. Alberta newcomers can buy from the carriers above directly until then, and the work permit and study permit pages cover the permit-specific rules.

Questions people ask

Does Alberta have a three-month waiting period for AHCIP?

Not in the province's own guidance. Alberta's pages say coverage begins once your application has been approved and you are registered, and for temporary residents it is valid from the date you establish residency or the date your entry document was signed, whichever is later. Some third-party guides describe a three-month wait; the province's pages do not.

Can a work permit holder get AHCIP?

Yes, if you intend to live in Alberta for a minimum of 12 consecutive months, your permit names an Alberta employer or is open, and the permit does not expire in less than six months. The province reviews permits case by case and warns that not all IRCC or CBSA documents qualify.

What about international students and their families?

A study permit for Alberta plus a letter from an Alberta educational institution confirming full-time attendance qualifies the student. A spouse or dependant on a visitor record can qualify if the record states that status. A child who is a citizen, permanent resident or study permit holder can be eligible regardless of the parent's status.

What happens if I need a hospital before my card arrives?

You will be treated. Alberta says you will not be refused emergency care, but you may be asked to pay or be billed if you do not have other insurance. Claims may be reimbursed if you turn out to be eligible, but that is not guaranteed, and the province itself recommends private health insurance until you are eligible.

How long does registration take?

Up to five days at a registry agent once all documents are in hand, according to the province's how-to-apply page. The practical gap is usually the time it takes a newcomer to assemble proof of Alberta residency, such as a lease or utility bill, before they can apply.

Does SuperVisaDirect sell bridge plans in Alberta?

Not yet. Super Visa Direct Insurance Services serves Ontario residents, with Alberta planned for 2028. An Alberta newcomer can buy a visitors-to-Canada plan from GMS, TuGo, Allianz or Manulife directly for the registration gap, and should buy it before the flight to avoid an illness waiting period.
