Term life, for most newcomers. Term covers a fixed period, such as 10, 20 or 30 years, at a lower starting premium, which matches the years a mortgage, young children or a super visa undertaking depend on your income. Whole life covers you for life and builds cash value, but costs several times more for the same amount. The Financial Consumer Agency of Canada describes both types; the decision is about how long the need lasts.
What is the difference between term and whole life?
Term life “pays a death benefit if you die within a specific period” and “term insurance policies don’t include cash value”, according to the FCAC. Whole life is permanent: it “gives you lifetime coverage”, premiums “won’t change as you get older”, and the policy builds a cash value. You pay for that certainty every month.
| Feature | Term life | Whole life |
|---|---|---|
| How long it lasts | 10, 20, 25 or 30 years, or to age 80 or 100 | Your whole life |
| Starting premium | Lower | Higher, often several times term |
| Premium over time | Level for the term, then rises on renewal | Level for life |
| Cash value | None | Builds slowly; surrender value below premiums paid in early years |
| Best for | Mortgage, children, undertaking, income replacement | Final expenses, estate equalisation, a lifelong dependant |
| Typical newcomer choice | Yes | Rarely as the first policy |
The FCAC notes that if you cancel a permanent policy, the cash value you get back “is less than what you paid in premiums”. That is the trade-off: lifetime cover and a savings component, at a cost that is hard to sustain in the first years after arrival.
Why does term cost so much less?
Because the insurer only pays if you die during the term, and most people outlive a 20-year term. Whole life must pay eventually, so the insurer builds a reserve from the first premium. The difference is largest at young ages, which is exactly when newcomers are buying.
PolicyAdvisor’s newcomer guide shows sample monthly premiums for $500,000 of 20-year term, non-smoker, regular health: $30 for a 30-year-old man, $22 for a 30-year-old woman, rising to $124 and $83 at 50. The guide states that “newcomers pay the same rates as Canadian citizens”. We do not publish whole life figures because they vary too much by product; an advisor quotes both side by side.
Sample term rates, $500,000, 20-year term, non-smoker, regular health, monthly, seen Oct 2026 on PolicyAdvisor — verify at quote time:
| Age | Male | Female |
|---|---|---|
| 30 | $30 | $22 |
| 40 | $45 | $34 |
| 50 | $124 | $83 |
When does a newcomer need permanent cover?
When the need never ends. Three cases: final expenses so family abroad is not left with a bill, a child or parent who will depend on you for life, or estate tax on assets left to a non-resident spouse. Each is real, but each is usually smaller than the income-replacement need that term covers.
- Final expenses and repatriation of remains: a $25,000 to $50,000 permanent policy covers it.
- A lifelong dependant: permanent cover sized to their care, after term for the working years.
- Estate planning: ask an accountant and a lawyer first; Super Visa Direct Insurance Services does not give tax or legal advice.
If permanent cover is wanted, two of the insurers we arrange offer it without a medical exam. Canada Protection Plan, underwritten by Foresters Life Insurance Company, lists permanent plans up to $1,000,000 for healthy applicants on its no-medical page. Humania’s IWME Life includes a Term 100 option, issue ages 18 to 80, which behaves like permanent cover without cash value.
Can you convert term to whole life later?
Yes, at the insurers we arrange, without new health questions, up to a stated age. That conversion right is the reason to start with term: you lock in insurability now and decide on permanent cover when your income and status are settled.
| Insurer | Renewal | Conversion to permanent |
|---|---|---|
| Wawanesa Life | Every 10 years after the initial term until age 85 | Up to age 71 |
| Canada Protection Plan (Foresters) | Level term renewable to age 80 | Until age 70 “regardless of your health at the time of conversion” |
| Humania IWME Life | T10 and T20 renewable to age 80 | Up to the initial coverage amount |
Details from Wawanesa Life’s term page, Canada Protection Plan’s no-medical page and Humania’s IWME Life page, reviewed October 2026. Renewal premiums rise at each renewal; converting early costs less than converting at 65.
Which should a super visa host choose?
Term. The host signed a promise to support the parent for the length of the stay, up to five years per entry. A 10-year term covers one full stay and a renewal; a 20-year term covers the stay plus the mortgage years. See life insurance for the super visa host for how to size it.
Whole life for a host only makes sense when the host also wants a permanent estate or final-expense policy. Buy the term policy first, because it covers the larger risk at the lower cost. Add permanent cover when income allows.
What about whole life as savings?
Treat it as insurance first. PolicyAdvisor notes that cash value “grows on a tax-deferred basis”, but withdrawals above the adjusted cost basis are taxed. A newcomer with unused TFSA and RRSP room usually has cheaper tax shelter available; see TFSA, RRSP and insurance. Ask an accountant before treating a policy as an investment.
How do you decide?
Answer three questions with an advisor: how many years does someone depend on my income, how much would they need, and what can I pay every month for that whole period. Term answers the first two cheaply. Permanent cover answers a need that outlives them.

Questions people ask
What is the difference between term and whole life insurance?
Term life pays a death benefit only if you die within the chosen period, has no cash value, and may cost more on renewal. Whole life covers you for life, has level premiums, and builds a cash value you can borrow against or take back if you cancel. The Financial Consumer Agency of Canada describes both on its life insurance page.
Why is term cheaper than whole life?
Because the insurer only pays if you die during the term, and most people outlive a 20-year term. Whole life must pay eventually and sets aside a cash reserve, so premiums are higher from the start. The gap is widest at younger ages, where a 30-year-old can buy $500,000 of 20-year term for about $30 a month.
Can a work permit holder buy whole life insurance in Canada?
Sometimes. Canada Protection Plan's permanent no-medical plans list citizens, permanent residents and valid work or study permit holders as eligible. Humania's IWME line includes a Term 100 option to age 80. Fully underwritten whole life from larger insurers usually needs permanent residence or a filed PR application. Confirm with an advisor before applying.
Does term life insurance expire?
Yes, at the end of the term, unless you renew or convert. Wawanesa Life's term plans renew every 10 years after the initial term until age 85 and convert to a permanent policy up to age 71. Canada Protection Plan's level term renews to age 80 and converts until age 70. Renewal premiums rise with age.
Should a super visa host buy term or whole life?
Term, sized to the years the undertaking and mortgage run. The host promised to support the parent for up to five years per entry. A 10- or 20-year term policy covers that window at the lowest cost. Whole life only makes sense if there is a permanent need, such as a dependant who will never be self-sufficient.
Is whole life insurance a good investment for newcomers?
Treat it as insurance first. The cash value grows tax-deferred, but it grows slowly in the early years and surrender values are below premiums paid. A newcomer with unused TFSA and RRSP room usually fills those first. Ask an accountant before using a policy as a savings vehicle; Super Visa Direct Insurance Services does not give tax advice.
