What the insurance rule says
From IRCC’s forms and documents page: a minimum of $100,000 in emergency coverage per applicant; valid for at least one year from the date of entry; covering health care, hospitalization and repatriation; from a Canadian insurance company, or a foreign insurer authorized by OSFI under the Insurance Companies Act, listed on OSFI’s register and issuing the policy in the course of its insurance business in Canada; paid in full or in instalments with a deposit. Quotes are not accepted. There is no IRCC-approved list of insurers; OSFI’s register is the test, and no domestic insurer in India, Pakistan, the Philippines or Nigeria is on it.
The 2026 policy changes that affect demand
- 31 March 2026: the host may meet the income requirement using either of the two preceding tax years, or a host and co-signer may meet a required minimum percentage with the applicant’s own income making up the rest (IRCC notice).
- 15 July 2026: intake for the Parents and Grandparents Program (permanent-residence sponsorship) paused until further notice; IRCC points families to the super visa (IRCC notice). The 2026–2028 Levels Plan sets PGP admissions at 15,000 a year.
- 28 January 2025: foreign insurers accepted if OSFI-authorized; in practice no mainstream foreign retail product exists.
