Nova Scotia’s Health Card coverage “usually starts on the date you become a resident” for citizens and permanent residents arriving from outside Canada, per the province’s moving page. Movers from another province wait until the first day of the third month. International students wait a year. Work permit holders need a permit of 12 months or more and are covered from the later of their residency date and the permit date.
Who is covered from when?
The province’s rules differ sharply by status, so a single “three months” figure is wrong for most people.
| Status | Coverage start | Effective wait |
|---|---|---|
| Citizen or PR arriving from outside Canada | Date you become a Nova Scotia resident | Processing time only |
| Citizen or PR moving from another province | First day of the third month after residency | Up to 3 months; old province covers |
| Spouse arriving within 12 months of the principal | First day of the third calendar month after their arrival | Up to 3 months |
| Work permit holder, 12+ month permit | Later of residency date and permit issue date | Processing time only |
| International student, 12+ month permit | First day of the 13th month after arrival as a student | About 12 months |
| Student employed as a university TA or RA | No waiting period to apply | Processing time only |
| Protected person or Convention refugee | Day the PR application is submitted | None; IFHP before that |
| Military family | On becoming residents | None |
| Visitor or super visa holder | Not eligible | Visitor plan for the whole stay |

What do work permit holders need?
A permit “for 12 or more months,” a Nova Scotia home, physical presence for at least 183 days every calendar year, and a signed Declaration submitted with the application and each time immigration documents are updated. The eligibility page lists the spouse, common-law partner and dependants of a work permit holder as potentially eligible too. The province warns that immigration documents must stay valid “to avoid a gap in coverage”; a permit that lapses ends MSI the same day.
A worker on a permit under 12 months is not eligible at all. That worker, and any family member whose own status is shorter than 12 months, needs private cover for the whole stay, not just a bridge. Our work permit page compares the carriers that sell to permit holders.
Why do students wait a year?
Because the province requires a 12-month study permit and lets students apply only “on the first day of the 13th month following your date of arrival in Nova Scotia as a student,” or the permit date if later. Applications can be filed up to 90 days before the eligibility date. The exception is students employed as teaching or research assistants with a Nova Scotia university, who face no waiting period.
Universities in Nova Scotia run mandatory international student plans for the first year, and a student’s spouse and children need their own cover unless they qualify on a work permit. See dependants of students and the study permit page.
What covers the gap?
For a permanent resident from abroad, the gap is the time to assemble documents and get the card. For a worker, it is the same plus any delay in the permit date. For a student, it is a year, covered by the university plan. For an inter-provincial mover, the old province covers the wait, and the province tells you to contact it “to stay covered until your Nova Scotia coverage starts.”
A visitors-to-Canada emergency medical plan covers the processing gap and any mismatch. GMS and TuGo waive their illness waiting period for policies bought before arrival.

Documents and declarations
Work permit and student applicants sign a Declaration. Non-Canadian spouses of citizens or permanent residents provide proof of the IRCC permanent residence application and either a marriage certificate or an IRCC statutory declaration of common-law union. Protected persons provide proof they applied for permanent residence. Humanitarian and compassionate applicants provide the application and the IRCC approval-in-principle letter; coverage usually starts the day IRCC approves in principle.
SuperVisaDirect is operated by Super Visa Direct Insurance Services, an independent Ontario life and accident-and-sickness insurance agency licensed by FSRA (licence [FSRA-LICENCE]), serving Ontario residents. Nova Scotia is not currently served; newcomers there can buy from the carriers above directly. A Halifax family with a parent visiting should read visitors to Canada insurance, because MSI never covers a visiting parent.
Questions people ask
Is there a waiting period for MSI if I arrive from outside Canada?
For citizens and permanent residents, no: the province says Health Card coverage usually starts on the date you become a resident of Nova Scotia. Work permit holders are covered from the later of their residency date and the issue date of their permit. The gap is the processing time for the card.
What is the wait for someone moving from another province?
Coverage usually starts on the first day of the third month following the date you become a resident. The province's example is residency on 27 September with coverage from 1 December. Your previous province covers you until then, and the province tells you to contact it to keep continuous coverage.
Do international students get MSI?
After a year. With a study permit valid for at least 12 months, a student can apply on the first day of the 13th month after arriving as a student, or the permit date, whichever is later. There is no wait for students employed as teaching or research assistants at a Nova Scotia university.
What permit length do work permit holders need?
Twelve months or more. The MSI eligibility page lists work permit holders whose permit is for 12 or more months, and the moving page requires a permit or contract of 12 or more months plus a signed Declaration. Shorter permits do not qualify, and the holder needs private cover for the whole stay.
What about protected persons and refugee claimants?
Protected persons and Convention refugees are usually covered from the day they submit their permanent residence application. Refugee claimants are not listed as eligible and rely on the federal Interim Federal Health Program until they qualify; see our IFHP page.
Does SuperVisaDirect sell bridge plans in Nova Scotia?
No. Super Visa Direct Insurance Services is licensed in Ontario and serves Ontario residents; Nova Scotia is not currently served. A Halifax newcomer can buy a visitors-to-Canada plan from GMS, TuGo, Allianz or Manulife directly, and should buy it before the flight to avoid an illness waiting period.
