The underwriter is the licensed insurer that carries the risk, and its name is what IRCC needs to see on the certificate. The brand you buy from is usually a managing general agent (MGA) or administrator, and the number you call in an emergency is usually a separate assistance company. Of the eight plans we track, only GMS is sold by its own underwriter. The other seven sit on five insurers’ paper: iA Financial Group, The Manufacturers Life Insurance Company, Zurich Insurance Company Ltd (Canadian Branch), CUMIS General Insurance Company and Old Republic Insurance Company of Canada.
This matters because IRCC’s document rules say brokers and claims administrators do not count as insurers. A certificate that names a brand but not the underwriter is a refusal risk.
What are the four companies behind one policy?
Underwriter, brand or MGA, assistance company and claims administrator. One company can play two or three of the roles, and on some plans all four are different names. The parent sees the brand; IRCC sees the underwriter; the hospital deals with the assistance company; the reimbursement cheque comes from the claims administrator.
| Role | What it does | Why you care |
|---|---|---|
| Underwriter (insurer) | Issues the policy, holds the reserves, is legally liable for claims, is regulated by OSFI or a province | The only name IRCC and CBSA accept; the party you sue or take to OLHI |
| Brand, MGA or programme manager | Designs the plan, sets the price and benefits, prints the certificate, sells through brokers | Sets the stability rules, fees and refund terms; not an insurer |
| Assistance company | Runs the 24-hour line, confirms cover, arranges direct billing, authorizes transport | The number on the wallet card; the party that must be called within 24 hours |
| Claims administrator | Collects documents, applies the wording, pays or denies, issues the explanation letter | Where appeals start; sometimes the same company as the assistance line |
The THIA Bill of Rights requires that “your policy will clearly identify the underwriter of your travel insurance and the process to file and resolve complaints.” Check the certificate for both before uploading it; our sample certificate shows where they sit.
Who underwrites each plan we track?
Five insurers stand behind seven brands, plus GMS on its own. Two brands, TuGo and Secure Travel, share iA Financial Group; two more, Manulife CoverMe and 21st Century, share The Manufacturers Life Insurance Company. The brand determines the price; the underwriter determines who pays.
| Brand (what you buy) | Underwriter (on the certificate) | Brand’s role | Assistance line | Claims administrator |
|---|---|---|---|---|
| TuGo | Industrial Alliance Insurance and Financial Services Inc. (iA Financial Group) | Administrator (North American Air Travel Insurance Agents Ltd.) | TuGo, +1-800-663-0399 | TuGo claims team |
| Secure Travel | iA Financial Group | MGA (RIMI Insurance Solutions Inc.) | MSH Assistance | MSH Assistance |
| Manulife CoverMe | The Manufacturers Life Insurance Company | Insurer’s own retail brand | Active Care Management, 1-877-878-0142 | Active Care Management; files to Global Excel |
| 21st Century | The Manufacturers Life Insurance Company | MGA (21st Century Travel Insurance Limited) | Active Care Management, 1-877-882-2957 | Active Care Management |
| Destination Travel Group | Zurich Insurance Company Ltd (Canadian Branch) | Programme manager (The Destination: Travel Group Inc.) | Zurich Travel Assist | Global Excel Management as Zurich Assistance |
| Allianz Global Assistance | CUMIS General Insurance Company (The Co-operators group) | Administrator (AZGA Service Canada Inc.) | Allianz Global Assistance, 1-844-310-1578 | Allianz Global Assistance |
| Travelance | Old Republic Insurance Company of Canada | MGA (Travelance Inc.) | Travelance, 1-888-526-0111 | Old Republic eClaims |
| GMS | Group Medical Services (GMS Insurance Inc. outside Saskatchewan) | Insurer sells direct | GMS Travel Assistance, 1-800-459-6604 (Robin Assist) | GMS |

Why does IRCC care who the underwriter is?
Because the insurer rule is the only part of the insurance requirement an officer can check from the document. IRCC requires $100,000 of emergency medical cover per applicant, covering health care, hospitalization and repatriation, valid for a year from the date of entry, from a Canadian insurer or an OSFI-authorized foreign insurer. The underwriter’s name is how the officer tests that.
| IRCC rule | What the officer checks on the certificate |
|---|---|
| Canadian insurer, or foreign insurer authorized by OSFI for accident and sickness | Underwriter name against provincial licensing or OSFI’s register |
| Issued in the course of its insurance business in Canada | For a foreign insurer, a statement to that effect on the policy |
| At least $100,000 per applicant | Sum insured line |
| Health care, hospitalization and repatriation | Benefit summary |
| Valid at least one year from the date of entry, on each entry | Effective and expiry dates |
| Paid in full, or in instalments with a deposit | Payment confirmation; quotes not accepted |
Sources: IRCC forms and documents and the January 2025 notice that opened the rule to OSFI-authorized foreign insurers. There is no IRCC-approved list; the test is OSFI’s register. No mainstream home-country retail product passes it, and policies from Indian or Filipino domestic insurers lead to refusals. The full requirement is on requirements 2026.
Zurich’s Canadian Branch is the one foreign-insurer case among the eight. It is a federally regulated branch of a Swiss insurer that issues policies in Canada, which is exactly what the rule permits.
Who do you call for what?
The assistance company for an emergency, the brand for policy changes and refunds, the claims administrator for a decision, the underwriter’s complaints officer for an appeal, and SuperVisaDirect for help with any of it. Calling the wrong desk costs days, and calling nobody within 24 hours of admission can cost 20 to 30 percent of the claim.
| Situation | Who to contact | Where to find them |
|---|---|---|
| Parent admitted to hospital | Assistance company, within 24 hours and before treatment where possible | Emergency number on the certificate and wallet card |
| Hospital wants a credit card | Assistance company, to confirm cover and set up direct billing | Same number; see direct billing |
| Change the start date, add a deductible, cancel | Brand or MGA customer service, or SuperVisaDirect | Policy documents; [email protected] |
| Submit receipts for reimbursement | Claims administrator | Claims portal or address on the certificate |
| Claim denied | Claims administrator for the written reasons, then the underwriter’s complaints officer | Denial letter; denied claim, what next |
| Still unresolved | OLHI, after the insurer’s final position letter | How to complain to OLHI |
| Complaint about SuperVisaDirect’s advice | SuperVisaDirect, then FSRA | Complaints |
Super Visa Direct Insurance Services is an independent Ontario life and accident-and-sickness agency licensed by FSRA (licence number: [FSRA-LICENCE]); designated licensed agent Cameron Hayes. What goes wrong when families confuse the roles?
Three recurring errors: uploading a brand’s quote instead of an underwriter-named certificate, phoning the sales line during an emergency, and appealing to the broker instead of the insurer. Each is avoidable by reading the certificate once before the parent flies.
- A quote or a brand-only confirmation is not proof. IRCC does not accept quotes, and a document without the underwriter’s name may be refused.
- The sales office is closed at 2 a.m.; the assistance company is not. Store the assistance number in the host’s phone.
- An MGA cannot overturn a denial; the underwriter’s complaints officer can, and OLHI can review after that.
- Two brands on the same paper are not the same plan. 21st Century and CoverMe share Manulife but differ in price, fees and drug limits; see 21st Century vs Manulife CoverMe.

Questions people ask
What is an underwriter in super visa insurance?
The licensed insurance company that issues the policy, holds the reserves and is legally liable to pay claims. It is the name that must appear on the certificate for IRCC. TuGo's underwriter is iA Financial Group; 21st Century's and CoverMe's is The Manufacturers Life Insurance Company; Destination's is Zurich Insurance Company Ltd (Canadian Branch); Allianz's is CUMIS General Insurance; Travelance's is Old Republic Insurance Company of Canada; GMS insures itself.
Does IRCC accept a policy from a broker or an MGA?
Only if the certificate names the underwriter. IRCC's document rules say brokers and claims administrators do not count as insurers; the policy must come from a Canadian insurer, or a foreign insurer authorized by OSFI and on its public register, issuing in the course of its insurance business in Canada. A certificate that names only a brand is a refusal risk.
What is an MGA?
A managing general agent: a company that designs, prices and administers an insurance plan under a contract with an underwriter, then sells it through brokers. 21st Century Travel Insurance Limited, RIMI Insurance Solutions (Secure Travel), Travelance Inc. and The Destination: Travel Group Inc. are MGAs or programme managers. They are not insurers.
Who do I call when my parent is in hospital?
The assistance company on the certificate's emergency line, not the brand's sales office and not SuperVisaDirect. For Manulife CoverMe and 21st Century that is Active Care Management; for Secure Travel, MSH Assistance; for Destination, Zurich Travel Assist via Global Excel; for GMS, GMS Travel Assistance; for Allianz, Allianz Global Assistance; for TuGo, TuGo's claims team.
Is there an IRCC-approved list of insurers?
No. There is no IRCC-approved insurer list. The test is whether the underwriter is a Canadian insurer or a foreign insurer on OSFI's register issuing in Canada. Indian, Filipino and other home-country domestic insurers such as Tata AIG, ICICI Lombard or Star Health are not on OSFI's register, and their policies lead to refusals.
Can the underwriter change while my parent is insured?
Not mid-policy. The underwriter named on the certificate is bound for the term. Brands do switch underwriters between programme years: Destination moved to Zurich in April 2024, and 21st Century changed ownership in May 2026 while keeping Manulife. At renewal, check the certificate again and upload the new one if IRCC or CBSA asks.
